The “Planning” proposes the overall development direction for the next 5 years and the long-term goals for the next 15 years, that is, by 2025, the raw material industry will initially form a higher quality, better efficiency, better layout, greener and safer industrial layout; By 2035, it will become a highland for the research and development, production and application of important raw material products in the world. And put forward five major projects including innovative development of new materials, low-carbon manufacturing pilot, digital empowerment, strategic resource security, and strengthening the chain.
Focusing on accelerating the green and low-carbon transformation of the raw material industry, the “Plan” proposes to implement a low-carbon manufacturing pilot project, and promote the green and low-carbon development of the raw material industry through structural adjustment, technological innovation, and strengthened management. Specific targets such as reducing energy consumption by 2%, reducing energy consumption per unit of clinker by 3.7% for cement products, and reducing carbon emissions from electrolytic aluminum by 5%.
Feng Meng, deputy director of the Raw Materials Industry Department of the Ministry of Industry and Information Technology, said that the next step will be to promote the rationalization of the industrial structure, actively implement energy-saving and low-carbon actions, promote ultra-low emissions and clean production, and improve the comprehensive utilization of resources. Among them, in promoting the rationalization of the industrial structure, we will strictly implement the production capacity replacement policy of steel, cement, flat glass, electrolytic aluminum and other industries, strictly control the new production capacity, and continuously consolidate the results of reducing production capacity. Strictly control the new production capacity of oil refining, ammonium phosphate, calcium carbide, caustic soda, soda ash, yellow phosphorus and other industries, and moderately control the growth rate of modern coal chemical production capacity. Vigorously develop new materials and other green and low-carbon industries to enhance industrial value and product added value.
Strategic mineral resources are the basic raw materials for economic and social development, and are related to national economic security, national economy and people’s livelihood and the lifeline of the national economy. The “Plan” proposes that during the “14th Five-Year Plan” period, it is necessary to rationally develop domestic mineral resources, expand diversified resource supply channels, and continuously improve the guarantee capacity of mineral resources.

Focusing on the shortage of mineral resources such as iron and copper, a number of high-standard mining projects and efficient development and utilization bases of mineral resources shall be appropriately constructed in key domestic resource areas, and the role of domestic mineral resources as “ballast stone” and the basic guarantee capability shall be strengthened.
